Cedarhurst is a stable, 90-site manufactured housing community in Salisbury, one of Maryland’s fastest-growing coastal markets. It offers Sunrise a combination of predictable current income and measured long-term upside, with a subdivision-style setting — large lots, mature trees, and a single-family feel — that residents value. Salisbury serves as the economic hub of Maryland’s Eastern Shore, with a diverse employment base across healthcare, education, logistics, and manufacturing that drives steady, year-round demand for attainable housing.

What makes Cedarhurst a core, long-term holding is the strength of its fundamentals paired with room for continued, incremental improvement. After more than eight years of Sunrise ownership, it remains a well-run community with consistently high occupancy and practical upside through infill, light infrastructure investment, and shared operating efficiencies. It is the kind of durable, income-producing asset that fits naturally within Sunrise’s broader strategy rather than one carrying speculative repositioning risk.


About the Project

Cedarhurst  was acquired through a local broker. Sunrise had been in contact with the owners for years, but the family ultimately chose to sell through a broker. Sunrise stayed close to the process and followed up consistently for months before the listing went live, positioning the firm as the preferred buyer. Cedarhurst had been developed decades earlier by their long-time owners, who kept lot rents at roughly $250 for years, well below market rents that had moved north of $400.

The Challenge

Over time, the owners had grown tired, and the communities had suffered from years of deferred maintenance and operational neglect. When Sunrise took over management, abandoned homes were scattered throughout the properties and underground infrastructure was in poor condition, with both the well and septic systems requiring meaningful attention. The abandoned homes had also contributed to unruly resident behavior and crime in the area, and the properties as a whole needed significant cleanup and aesthetic improvement.

What We Did

Sunrise negotiated a combined purchase price of $2.6 million for the two communities. After acquisition, Sunrise replaced on-site management, pumped septic tanks, demolished unsalvageable abandoned homes, renovated salvageable park-owned homes, and power washed units throughout the properties. As the communities began to improve visually and operationally, Sunrise focused on recapturing substantial loss-to-lease.

The Outcome

Sunrise grew NOI substantially and raised lot rents to just below market levels. In June 2019, Sunrise executed a cash-out refinance and returned all investor capital within two years, giving investors an infinite cash-on-cash return while they retained equity in the asset. Across the two communities, the combined value appraised at more than $6 million at that time, on more than $3.5 million in sweat equity created against an original investment of $1.1 million. By 2022, the combined real estate was worth more than quadruple its value at acquisition. Rather than exiting, Sunrise retained ownership and brought the communities into Fund 5, where they remain today, allowing current investors to continue benefiting from the cash flow, appreciation potential, and operational upside still ahead.

The Execution Plan

Sunrise Capital’s strategy for Cedarhurst centers on disciplined operational enhancement and long-term stewardship. Rather than repositioning the property aggressively, the plan builds on an already stable community through targeted, high-impact improvements. As regional housing costs rise, more residents are turning toward attainable alternatives, and the constrained supply of new attainable housing in this coastal market supports durable demand for added inventory.

The plan includes:

  • A small three-lot infill program that brings new homes online and adds to net operating income
  • Light infrastructure work, including routine road work, selective repairs, and ongoing maintenance
  • Efficiencies drawn from the Salisbury cluster, including shared teams, vendor relationships, and local expertise
  • Continued investment in curb appeal and community quality to support long-term occupancy

Through these initiatives, Sunrise aims to strengthen Cedarhurst’s long-term income profile while preserving its role as a dependable source of attainable housing.
